บทคัดย่อ

การนำนโยบายไปปฏิบัติเป็นองค์ประกอบสำคัญของกระบวนการนโยบายที่ส่งผลต่อการบรรลุความสำเร็จของนโยบาย เป็นการจัดการและประสานกิจกรรมเพื่อนำการเปลี่ยนแปลงไปสู่ผลลัพธ์ที่พึงประสงค์ตามเจตจำนงของนโยบาย การนำนโยบายไปปฏิบัติมีความสำคัญต่อผู้ตัดสินใจนโยบาย กลุ่มเป้าหมายที่ได้รับประโยชน์จากนโยบาย หน่วยปฏิบัติที่จะได้รับความเชื่อถือไว้วางใจ ความคุ้มค่าในการใช้ทรัพยากร และความก้าวหน้าในการพัฒนาประเทศ การนำนโยบายไปปฏิบัติมีความสำคัญเพราะเป็นกระบวนการที่ส่งผลต่อความสำเร็จของนโยบาย แต่ในทางปฏิบัติยังพบว่า การนำนโยบายไปปฏิบัติของสถานศึกษายังเป็นปัญหาและขาดแนวทางการดำเนินที่ชัดเจน ผู้บริหารสถานศึกษาจึงเป็นผู้มีบทบาทสำคัญและจำเป็นต้องมีสมรรถนะในการนำนโยบายไปปฏิบัติให้บรรลุผล สมรรถนะที่สำคัญในการนำนโยบายไปปฏิบัติ ประกอบด้วย 1) สมรรถนะการแปลงนโยบาย 2) สมรรถนะการสร้างความเข้าใจและการยอมรับนโยบาย 3) สมรรถนะการจัดโครงสร้าง 4) สมรรถนะการจัดการทรัพยากร 5) สมรรถนะการพัฒนาบุคลากร โดย 6) สมรรถนะการควบคุมกำกับและประเมินผล และ 7) สมรรถนะการสร้างความเป็นปึกแผ่นต่อเนื่อง สำหรับแนวทางการพัฒนาสมรรถนะการนำนโยบายไปปฏิบัติของผู้บริหาร ควรประกอบด้วย 1) การพัฒนาโดยการพัฒนาตนเองของผู้บริหาร ซึ่งผู้บริหารต้องตระหนักเห็นคุณค่าของการพัฒนาตนเอง วิเคราะห์สมรรถนะของตนเอง และจัดทำแผนการพัฒนาตนเอง และ 2) การพัฒนาโดยหน่วยงานต้นสังกัดและหน่วยงานที่เกี่ยวข้องซึ่งจะต้องพัฒนาช่องทางการสื่อสารนโยบาย จัดทำระบบการประเมินสมรรถนะการนำนโยบายไปปฏิบัติ ส่งเสริมสนับสนุนให้เกิดการพัฒนาในรูปแบบและวิธีการต่าง ๆ สนับสนุนให้เกิดการสร้างชุมชนแห่งการเรียนรู้ทางวิชาชีพ

Abstract

Policy implementation is a component of the policy process that contributes to the achievement of the policy, which is the management and coordination of activities to bring changes to the desired outcomes of the policy's intent. Implementation of a policy is essential to policy decision-makers, target groups who benefit from the policy, operational units to be trusted, cost-effectiveness of resources, and progress in national development. Policy implementation is an important process because it is the process that affects the success of the policy. But in practice, it was also found that the policy implementation of schools has been still some problems and there has been a lack of clear guidelines for implementation. Therefore, school administrators play the important roles and need to have competencies in policy implementation to attain achievement.The key competencies in policy implementation consist of: 1) policy transformation competency; 2) competency in creating understanding and acceptance of policies ; 3)structuring competency; 4)resource management competency; 5)personnel development competency; 6)monitoring, supervising and evaluation competency and ; 7) continuous solidarity creating competency. Regarding to the guidelines for the development of competencies in the policy implementation, they should consist of; 1)development by administrators’self-development which school administrators must realize the value of self-development, analyze their competencies, and develop a self-improvement plan; and 2) development by the original affiliation and the relevant agencies that must develop policy communication channels, establish a system for evaluation the performance of the policy implementation of administrators, and encourage development in different methods, support to create a community of professional learning community, and provide ongoing supervision for competency development.
